If you were carried over from 1.0 you get early access. You do not need legacy status.. only to have EVER played 1.0. You also get access till Sep 9th. Saw it in the letter from the producer notes posted today.

Also CE carries over. So if you had it for 1.0 you have it for 2.0. I discovered this after I purchased it for 2.0 after having it for 1.0.

Only legacy and preorder codes get EA.

if you were 1.0 SE or CE you get 2 weeks of play starting on the 27th.

If you were 1.0 CE you get the digital items from 2.0 CE.

We are pleased to announce that Early Access for FINAL FANTASY XIV: A Realm Reborn will begin on Saturday, August 24, 2013 at 2:00 a.m. (PDT)!

* Participants of Early Access are eligible to play straight into official service, which will begin on Tuesday, August 27, 2013.
* Those who have either registered a pre-order code or fulfilled the requirements for Legacy status are eligible to participate in Early Access.
* The game client from Beta Test phase 4 (open beta test) can also be used as the game client for Early Access. You do not need to uninstall the Beta Test phase 4 client and install anything else.

I have CE but I'm not Legacy so I'm just making sure ^^

That welcome back Campaign is known as the Legacy Campaign btw.
and it's still NOPE, Because people who do not have legacy from 1.0 does not get to enjoy EA. Unless they recently changed their minds again. More importantly your references don't state that any 1.0 account that did not obtain legacy gets to enjoy EA
